Central Municipal Power Agency/Services (CMPAS) serves as the utility services agent for Central Minnesota Municipal Power Agency and provides energy management and consulting services to 12 public power members and 8 affiliates in Minnesota and Iowa.
Based on a project-oriented joint action model, CMPAS collaborates with utilities on a partial or full-requirements basis to find solutions to common problems and needs. Utilities look to CMPAS’ team of experts on projects ranging from power supply and transmission planning and procurement, energy scheduling in the Midcontinent Independent System Operator (MISO) and Southwest Power Pool (SPP) markets, distribution mapping and digitalization, and more.
Simply put, CMPAS works to help utilities minimize wholesale power costs, manage future risks, and maintain stable and competitive rates.
CMPAS provides its member utilities with access to resource planning, operational support, and portfolio development and management services. Because CMPAS is structured as a project agency – rather than an ‘all in’ full-requirements agency – member utilities have the freedom to choose only the services they need and are not obligated to participate in all agency-sponsored projects.

Individualized Portfolio Planning
Whether a utility self-supplies, participates in agency-sponsored projects, or holds third-party power contracts, CMPAS can provide resource planning and procurement to balance their portfolio requirements and schedule their full portfolio in the energy market.
Portfolio Development and Management
The CMPAS team of industry experts help utilities develop and manage energy portfolios and transmission investments through in-depth risk analysis, resource planning, load forecasting, and procurement.
CMPAS provides operational support for its members, including contract management and administration, energy market scheduling, transmission services, and regulatory compliance.
